Annual EEO Public File Report

The purpose of this EEO Public File Report ("Report") is to comply with Section 73.2080(c)(6) of the FCC's 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations: WDSN-FM licensed to Reynoldsville, Pennsylvania and WCED-AM licensed to DuBois, PA and is required to be placed in the public inspection files of this station and posted on their website. The information contained in this report covers the time period beginning March 22, 2008 to and including March 21, 2009. The FCC's 2002 EEO Rule requires that this Report contain the following information:

1. A list of all full-time vacancies filled by WDSN and WCED comprising the Station Employment Unit during the Applicable Period;

2. For each such vacancy, the requirement source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the new EEO Rule, which should be separately identified), identified by name, address, contact person and telephone number;

3. The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1, 2 and 3 which follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 under the column entitled "Full-time Positions for Which This Source Was Utilized" refer to the number of the full-time positions listed on Appendix 1.

EEO Initiatives:

Priority Communications has been involved with the following EEO initiatives:

Priority Communications attended the 10th annual JobExpo.Comm on March 20th, 2009. The job fair was held at Pennsylvania State University in State College, PA. The College of Communications hosts this yearly event for graduating students seeking employment in the communications, broadcasting and advertising fields.

On March 13th, 2009, Priority Communications was one of 37 area businesses participating in the Business Expo 2008, sponsored by the Greater DuBois Area Chamber of Commerce. The event was held at the DuBois Mall. Beth Walters of Priority Communications was available to discuss opportunities in the broadcasting industry and the potential for positions with Priority Communications’ stations.

WDSN implemented a job-shadowing program whose objective is to give area youth a “hands on” look at the various opportunities in radio and to encourage them to consider a future in broadcasting. Local student Lindsay Gamble completed her job shadowing in February 2009. Ms. Gamble worked with News and Program Director Lindsey Schoening in conjunction with the DuBois School District and the DuBois Area High School. Ms. Gamble assisted on the Sunny 106 Morning Show, in addition to learning more about the Sales and News departments.

Priority Communications was integral in the establishment of The Greater DuBois Leadership Institute, in conjunction with the Greater DuBois Chamber of Commerce. The Institute is a 9 month program which identifies, recruits, educates and motivates current and potential leaders by providing training, guidance and networking opportunities to individuals. T.J. Foltz, Marketing Consultant for Priority Communications,“enrolled” in this program the fall of 2008.

Priority Communications is also involved in Project S.O.A.R (Schools Organized to Achieve Results). This afterschool program is designed to encourage students to achieve their full potential and includes coaching in a number of areas, including leadership development, community service, character development and career exploration. News and Program Director Lindsey Schoening began her involvement in November 2008 and will continue through May 2009. Ms. Schoening meets with students twice monthly.

In conjunction with the DuBois Area High School, News and Program Director Lindsey Schoening joined other community leaders in interviewing some 40 high school students in a “mock” interview situation. The students were also coached on job seeking skills. The program is part of a mandatory Senior Graduation Project the high school implements and included Ms. Schoening performing a review of student resumes and portfolios for students interested in communications and a variety of other fields. The event took place in May 2008.

Priority Communications was represented at the Ohio Valley Job Fair on April 25th, 2008. The event was held at Jefferson Community College in Steubenville, OH. Both undergraduate students and alumni were invited to explore job opportunities in the area. Priority Communications met with attending students and discussed the potential opportunities with our radio stations.

A Priority Communications representative was also a part of the Career and Lay Vocation Fair at Franciscan University in Steubenville, OH on April 2nd, 2008. Local businesses, including Priority Communications, joined together to talk with current students and alumni about opportunities in the community.
